Target areas are those that have been hardest hit by COVID-19 and where the support will have the most impact on addressing health care needs, especially of vulnerable populations. This includes areas with large underserved or low-income patient populations, with healthcare provider shortages, with rural hospital closures, and/or with limited broadband access or Internet adoption.
